(Kansas City, KS)—The Kansas City Board of Public Utilities (BPU) is reminding customers that its Cold Weather Rule is in effect year-round and does not follow a set calendar. Instead, electric disconnections are paused whenever the National Weather Service forecasts temperatures at or below 32 degrees Fahrenheit within the next 24 hours.
This temperature-based approach ensures customers are protected anytime freezing weather is expected, not just during a defined winter season.
“Our focus is on meeting customers where they are,” said Gabriela Freeman, Director of Customer Care. “When temperatures drop, we want to make sure people know help is available, whether that’s payment support, flexible options, or simply understanding how the Cold Weather Rule works. It’s about keeping our customers connected and safe.”
Each weekday between 8 a.m. and 9 a.m., BPU staff reviews National Weather Service forecasts to determine if disconnections will be paused for the current or following day, based on expected temperatures. If weather changes unexpectedly and disconnections have already occurred, BPU may restore service remotely using smart meters, if the disconnection happened that same day.
Customers who were disconnected before the forecasted temperature drop must still satisfy their minimum payment before service is restored. The Cold Weather Rule does not automatically reconnect previously disconnected accounts.
No Heat–No Water Policy Also in Effect
Separately, from Nov. 1 through April 1, BPU’s Water Services team follows a No Heat–No Water policy. This requires that heat be operational inside the property before water service is turned on to help prevent frozen pipes and protect customer safety.

Customer Payment Hardship Program
Offers utility bill assistance for households facing emergencies such as job loss or illness. Administered by United Way. Call 2-1-1 or (913) 371 6772.
Utility Assistance Program
Partner agencies such as Avenue of Life, El Centro, and Cross Lines offer additional support. Call 2-1-1 for more information.
Payment Arrangements
